Russia Strikes Ukraine: Heat Services Disrupted as Nearly-Ready Peace Proposals Emerge

Russian attacks on Kyiv and Kharkiv killed at least one person and wounded 15 others while disrupting heat services, occurring as nearly-ready peace proposals emerged from diplomatic discussions. The strikes on residential areas knocked out essential heating during winter as negotiators reported progress.
Kyiv Mayor Vitali Klitschko alerted residents that the capital faced a “massive enemy attack,” instructing people to seek shelter. The bombardment targeted residential buildings, causing casualties and significant infrastructure damage. Heat services were disrupted in multiple neighborhoods, creating severe hardships during cold weather conditions.
In Kharkiv, Iranian-made Shahed drones attacked several residential complexes, as confirmed by Mayor Igor Terekhov. The drone strikes caused extensive damage to civilian housing and infrastructure, including heating systems. The northeastern city has faced relentless bombardment throughout the nearly four-year conflict.
In Abu Dhabi, negotiators from Russia, Ukraine, and the United States engaged in talks that produced nearly-ready peace proposals. President Zelensky announced following his meeting with President Trump that peace proposals were approaching completion, suggesting diplomatic progress. The UAE foreign ministry described the discussions as efforts “to promote dialogue and identify political solutions to the crisis.”
Ukrainian President Zelensky proposed creating a free trade zone in eastern Ukraine under Kyiv’s control, framing it as economically beneficial. However, significant obstacles remain, particularly regarding the Donbas region where Russia demands Ukrainian military withdrawal. President Putin met with Trump’s envoys as all parties continued negotiations.
